Stephen Powell joined the staff at the City of Shawnee as a Right-of-Way Technician for the Public Works Department on June 17, 2002. He was subsequently promoted to Deputy City Clerk in 2006 and to City Clerk on February 9, 2009. He served as Clerk of the Board/Chief of Staff for the Board of County Commissioners and County Manager in Johnson County, Kansas from November 2010 to November 2012. He rejoined the City of Shawnee as the Court Administrator in December 2012. He was reappointed as City Clerk in February 2014.

Stephen received his Bachelor's Degree in Liberal Studies from the University of Missouri at Kansas City in 2003. In 2006, he graduated from the Hauptmann School of Public Affairs at Park University with a Master’s Degree in Public Affairs with an emphasis in Public Management and Disaster Emergency Management. In August 2009, he received the Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks. In August 2015 he received the Master Municipal Clerk (MMC) designation.
