Chief Rob Moser E-Mail
Chief Rob Moser began his career as a Shawnee Police Officer in 1992. Throughout his career, Rob has served in various capacities and in all divisions of the Police Department, with an emphasis on criminal interdiction, tactical operations and professional standards. Rob was promoted to the ranks of Sergeant in 1997, Lieutenant in 2001, Captain in 2007 and to Deputy Chief in 2011 where he served until his appointment to Chief of Police in May of 2015.
Prior to his employment with the City, Chief Moser earned a Bachelor of Science in Education from the University of Central Missouri. In 2006, he graduated from UCM with a Master's Degree in Criminal Justice Administration. Chief Moser is a 2007 graduate of the 230th session of the FBI National Academy, and a 2014 graduate of the Shawnee Tomorrow Leadership Program. He has been a resident of Shawnee since 1992 and is past President of the Shawnee Rotary Club.
Deputy Chief Doug Orbin E-Mail
Deputy Chief Doug Orbin joined the Shawnee Police Department in January of 1993. His service has included assignments as a Patrol Officer, Detective, a member of the Criminal Interdiction Unit and STAR Team. In 2001, he was promoted to the rank of Sergeant, serving in the Patrol Division. In 2002, Orbin was assigned to supervise the newly formed Traffic Safety Unit, and in 2003 became the first Municipal Police Officer in Kansas to be accredited as a Traffic Crash Reconstructionist. He was promoted to the rank of Lieutenant in 2007 and assigned as a Watch Commander in the Patrol Division. In 2009, Orbin transferred to the Investigations Unit as the Bureau Commander, serving until 2011, when he was transferred to the Professional Standards Unit. He transferred to the Patrol Division in 2013, and was assigned as the Patrol Bureau Commander. In 2014, he was promoted to the rank of Major and in 2015 he was appointed to Deputy Chief.
Deputy Chief Orbin is a graduate of Mid-America Nazarene University with a Bachelor of Arts Degree in Management of Human Relations, and Master of Arts Degree in Organizational Leadership. Orbin is also a 2011 graduate of the 245th Session of the FBI National Academy in Quantico, VA. He has been a resident of Shawnee since 1993.
Major Dan Tennis E-Mail
Major Dan Tennis began his career as a Shawnee Police Officer in January, 1991 as a Patrol Officer. He was transferred to the Investigations Bureau in 1994 and promoted to the rank of Sergeant in 2000 where he was assigned to the Patrol Division. In 2001 he was transferred back to the Investigations Bureau as a Detective Sergeant. In 2007 Dan was promoted to Lieutenant and remained in the Investigations Bureau. In 2009 he served as a Watch Commander in the Patrol Division. In 2010, Major Tennis was transferred to the Staff Services Bureau. In 2011, he was promoted to Captain, and reclassified as Major in 2013. Dan is currently the Commander of the Support Services Division.
Major Tennis graduated from Mid-America Nazarene University with a BA in Management and Human Relations. He is a lead officer on the KC Metro Squad and Lead Supervisor on the Johnson County Multi-Jurisdictional Officer-Involved Shooting Investigation Team. Major Tennis is a 2010 graduate of the 242nd session of the FBI National Academy in Quantico, Virginia. Dan was born and raised in the area, most of it being spent in Shawnee.
Major Sam Larson E-Mail
Major Sam Larson joined the Shawnee Police Department in 1999. He served as a Patrol Officer, Traffic Safety Officer, STAR Team Officer, and Detective while an Officer on the Department. In 2005, Sam was promoted to the rank of Sergeant. He has served as a Sergeant in Patrol, General Assignment Investigations, and in Dispatch / Technical Services. In 2014, Sam was promoted to Captain. Another promotion followed in 2015 to the rank of Major came in 2015. Sam is currently the Commander of the Patrol Division.
Major Larson graduated from Washburn University with an undergraduate degree in Criminal Justice. He also earned a Master’s Degree in Public Administration from the University of Kansas. Sam is a member of the Kiwanis Club of Shawnee and currently serves on the Board of Directors for the club. Major Larson is a lifelong resident of Shawnee.
Captain Mitch Brim E-Mail
Captain Mitch Brim has served the City of Shawnee as a Police Officer since 1988. Prior to that, he was a Reserve Deputy Sheriff with the Shawnee County Sheriff's Office. He has worked in all divisions of the Shawnee Police Department, but specialized in Police Patrol response and Police Special Operations. In 2004, Captain Brim was promoted to the rank of Sergeant in the Patrol Division, and in 2011 promoted to the rank of Lieutenant in the Patrol Division. In 2013, Mitch was reclassified to Captain and now serves as Staff Services Bureau Commander.
Captain Brim graduated from Kansas State University (B.S.) in 1987. Since beginning his service with the Shawnee Police Department, Captain Brim has earned an Associate of Arts Degree from Johnson County Community College in Administration of Justice and a Masters of Criminal Justice from Central Missouri State University. He has been a resident of Shawnee since 1999.
Captain Ben Mendoza E-Mail
Captain Ben Mendoza has served the City of Shawnee as a Police Officer since 1997. He was promoted to the rank of Sergeant in December 2009. During his tenure with the City, Ben has served as a Patrol Supervisor, Tactical Team Leader and a Detective Supervisor. He has also been involved with numerous training and leadership initiatives. In, 2015 Mendoza was promoted to the rank of Captain and serves as Commander of the Special Operations Bureau of the Patrol Division.
Captain Mendoza has a Bachelor's Degree in Psychology from Avila College. He has been a resident of Shawnee since 1990.
Captain Jason Brunner E-mail
Captain Jason Brunner has served the City of Shawnee as a Police Officer since 2006, where he served in road patrol, Investigations, and the Special Investigations Unit. Jay was promoted to the rank of Sergeant in the Patrol division in April 2014. In June 2015, Brunner was promoted to the rank of Captain and serves as Patrol Commander in the Patrol Division. Captain Brunner received his Master’s Degree of Organizational Administration from Mid America Nazarene University
