Chief John Mattox E-Mail



Chief John Mattox started his career in the fire service as a volunteer with the Edwardsville, Kansas Fire Department in 1979. He became a full time firefighter in 1986 and was promoted to the rank of Captain in 1987. Another promotion to the rank of Assistant Fire Chief followed in 2000. Chief Mattox joined the Shawnee Fire Department in 2001 as the Fire Marshal. In 2009, the Fire Marshal position was reclassified to Deputy Fire Chief expanding his role to include more administrative duties.

Chief Mattox holds a Bachelor’s Degree in Management and Human Relations from Mid America Nazarene University. He has also completed the Certified Public Manager (CPM) course through the University of Kansas. Chief Mattox is very active in professional organizations. He currently serves as the President of the Kansas Chapter of the International Association of Arson Investigators and is the past Chairman of the Eastern Kansas Multi-County Arson Task Force. Chief Mattox was one of the founding members of Johnson County Y-FIRE, a juvenile fire setter intervention program, a product of the Johnson County Fire and Burn Prevention Committee. His state associations include the Kansas Fire Chiefs Association, Fire Educators Association of Kansas, as well as a longtime member of the Fire Marshals Association of Kansas.

Deputy Chief Sal Scarpa E-Mail



Deputy Chief Sal Scarpa started his fire service career as a volunteer for the East Rutherford (NJ) Fire Department. Sal served as a volunteer FireFighter/EMT for four years before accepting a full-time position with the North Kansas City (MO) Fire Department. For eighteen years, Sal served the North Kansas City community and left there as a Battalion Chief to come to Shawnee in 2013 to serve as the Deputy Fire Chief. As the Deputy Chief, Sal supports the Fire Chief in providing leadership, direction, and setting high standards for the Department. Sal manages the training and professional development program for the Department and serves a management team member supporting organizational planning and direction.

Deputy Chief Scarpa obtained his Associate’s degree in Fire Science from the Metropolitan Community Colleges; his Bachelor’s degree in Public Administration from Park University; and his Master’s of Science in Leadership with an Emphasis in Disaster Preparedness and Executive Fire Leadership from Grand Canyon University. Sal is a graduate of the Mid America Regional Council’s (MARC) Leadership Academy , as well as a graduate of the National Fire Academy’s Executive Fire Officer (EFO) program, and is recognized as a Chief Fire Officer (CFO) by The Commission on Professional Credentialing. Deputy Chief Scarpa is an active member of the International Association of Fire Chiefs (IAFC), the Heart of America Metro Fire Chiefs Council, and serves as a member of the Johnson County Training Chiefs.

Sal is a strong proponent of training, education, and professional development. A prolific writer, he has had articles published in trade journals as well as the International Fire Service Journal of Leadership and Management. Deputy Chief Scarpa lectures nationally on leadership and professionalism in public safety. Sal and his wife and family have re-located in 2013 and are proud to call Shawnee their home.


Fire Marshal Corey Sands E-Mail



Fire Marshal Sands started his career with the City of Shawnee in 1997 as a volunteer firefighter. In 1999 he became a career firefighter with the City of Shawnee and in 2002 became the Shawnee Fire Prevention Officer. In 2012, he was promoted to his current position as the Shawnee Fire Marshal. Fire Marshal Sands studied at Johnson County Community College’s Fire Science program and holds a Bachelors of Arts Degree in Management and Human relations from Mid America Nazarene University.

Fire Marshal Sands oversees all fire and explosion investigations within the City of Shawnee, building fire and life safety plan reviews, fire inspections, public fire and life safety education, City of Shawnee Youth Firesetter Intervention courses, Fire Code adoption, and testifies as an expert witness in Courtroom proceedings that involve fire and explosions. Fire Marshal Sands is an active member in local and State committees:
