Purpose.
2.48.020 PURPOSE
.
The general purpose of this Commission is to establish for the Police Department of the City a system of personnel administration governing the promotion and discipline for all commissioned officers below the rank of Lieutenant. All promotions to positions in the Police Department shall be made solely on the basis of merit under supervision of the Civil Service Commission, except as specified in this Chapter. The Civil Service Commission will also advise and assist in policy development, education and community outreach and communications related to racial profiling as required by the Kansas Statutes.
